The transition from the medieval wool mills of England to the frontier schools of the American West reveals the Syndicate’s most enduring "London Method": Control through Endowment. The model for the modern public education system was not born in a government office, but in the will of a 15th-century wool titan. John Gardyner, Mayor of Lancaster (1472), established the Lancaster Royal Grammar School (LRGS) by endowing it with the perpetual profits of his water mill at Bailrigg on the River Lune.
- The Receipt: His 1472 will states: “I will that a certain grammar school within the town of Lancaster be supported freely at my own property charges... my water-mill aforesaid... to remain in the school's support.”

Four centuries later, the same blueprint was deployed on the American frontier. The Carlisle Indian

Walker.
